Thoughts on the Odisha Day 2011

We compelte seventy-five years of the formation of the our state. It is time we sit back and think what we have achieved and what we have left behind. Odisha as a state has lost much of its glory in the past few years. We do not have any say in the running of our Country. Trains does not ply in our state in night, because we are coward. There are no precedence for such stoppage of trains even in North East, Punjab, J&K during the period our country faced most of the terrorism. The Government has regularly ignored plea of the people, as probably these are not sufficiently backed by the state Government, for Odisha begins and ends with Bhubaneswar. We as a state have failed. Apart from Bhubaneswar, there are absolutely no development. The state capital ranks after 125 in India in the cleanliness as per one of the recent reports. All the large MOU signed for setting up large scale plants have failed to materialise.

Be it education, health care, public transport system or any other infrastructure, the state has failed on development and again failed on equal distribution of the little development that has taken place amongst its geographical area. Corruption in the state government offices including police is at a scale never thought of. We do not have any University worth its name in the State. Utkal University has not been able to keep the development going in sync with other state agencies, and now have lost its glory to new university and education center. Sambalpur university is offering courses the way private university does in South probably to get some additional resources. Making few colleges autonomous has not helped them to develop themselves. The policy probably needs to be revisited.

There are record number of malpractices cases in the recently concluded Matriculation examination.

All health care facility are being created at Bhubaneswar only. Even ESI hospital is coming up at Bhubaneswar despite the fact that Rourkela host most of its beneficiary.

We do not have a single multi screen cinema hall even in the State Capital due to possible State policies.

Our public transport are in mess. We do not have enough buses and the few one that we have are in dilapilidated condition.

We have frequent and irregular interruptions in the power supply although the rates are at par with other state. The quality of power, the problem of low voltage are never taken care of.

We as a State have failed to encourage private business and encourage them to develop the new infrastructure. Our mining resources are being looted by few who ranks amongst the top individual tax payers in the country but do very little as social responsibility. Because of the state policies and the scale of corruptions, the State is loosing its most valuable human resources to Hyderabad and Bangalore. As soon as a student completes the academics, he takes next available train to Bangalore or hyderabad., Why such business can not be set up in the State with local pool of human resources ?? State Policies ?? We speak about the migration from rural area to cities. Who will take care of migration of such educated masses from our State to others.

As a blogger, and the internet being a global media, I had a policy of not writing negative things about our State. But possibly I was wrong. Someday we have to leave behind our emotions and face the realistic world.

Odisha Industries Limited (ORIND)

This Refractory Plant is situated 15 km away from the Rourkela on Rourkela – Cuttack Road. It was started in the year 1962. Rourkela Steel Plant was under construction in the year 1962. So the ORIND Company has helped the Rourkela Steel Plant by manufacturing of different types of Refractories of RSP in blast furnace, openhearth furnaces, coke oven etc. The high quality product of Refractory are the aim of ORIND and it has occupied the highest point of supply to Steel Plant, Glass Plant, Cement, Aluminium and Copper Plant in India. ORIND has achieved 130 crores annual turnover in the year 1994 – 95. It has it’s own township of all facilities like hospital, school, drinking water and light facilities. Club facilities are also there for the employee of ORIND.

Fertilizer Plant

The Fertilizer Plant was set up in the year 1964 with a view to utilizing the residue of the steel plant and the reutilization of the chemicals. There is a small hill called “Sona Parbat” towards the south of Rourkela Steel Plant. The Fertilizer Plant and the Fertilizer Township were set up adjacent to the hill. The plant was set up by the Indian Fertilizer Corporation Ltd. and was handed over to the Steel Authority of India Ltd. in the year 1973. An improved quality of fertilizer called “Sona” (Nitrogen) is being produced from the plant. The Rourkela Steel Plant has provided residential quarters and other accommodation facilities to the employees of Fertilizer Plant.

Biju Pattnaik University and Technology

This is a very good Technical University recognised by UNIVERSITY GRANTS COMMISSION (UGC) in the eastern India. It is started in the year 2002. All the Engineering College, Medical College, Pharmacy College and Management College in Orissa are under the central of this BPUT.

This BPUT is located in the industrial town of Orissa. It is about 8km West of Rourkela District Sundargarh Orissa. It is about 8 km West of Rourkela Railway Station and 2km from main road. Counseling for the successful candidate of Orissa for admission to different College, Institute is held as per programme as scheduled every year and fees to be paid at the time of admission as per fixed by the University.

Sports Hostel

The Sports Hostel, Rourkela was established in the year 1995 with the objective to impart coaching to the youngsters in a scientific line and to broad base the game of Hockey not only in the State level, National level but also in International level. For the first time the girls wing started in the year 1998. The sports Hostel, Rourkela had a great success and have its young players in the national team.

The sports Hostel, Rourkela is being managed under the administrative

control of A.D.M. Rourkela. The    District Inspector and Public Relation Officer, Rourkela has been entrusted to look after the management of Hostel . A.D.M Rourkela, Collector Sundergarh and Director, Sports and Youth Services Government of Orissa is frequently visiting the sports Hostel and also making interaction with the inmates.

The strength of the hostel is Thirty Five each boy and girl. The age of the boys and girls at the of intake must be 14 years. There is also another section called Centre of Excellence Section. The age of the boys and girls are Eighteen to Twenty years for services level and its intake is Eighteen years each.

The players of Centre of Excellence get opportunity in Indian Railway and MEG Bangalore.

A good Gymnasium is there for the inmates of sports Hostel at the cost of 5 Lakhs and good Hostel is available with free fooding and dress for boys and girls.

Sports Hostel, Rourkela is situated in a very clean environment of good and healthy atmosphere. The grass field is very good for hockey play. Hostel is situated in the Western side of Chhend Housing Colony. The communication is also very good . It is a state level sports hostel but Nationally or Internationally famous for its excellence.

Dilip Tirkki :

The International famous Hockey Player and Captain of India is Mr. Dilip Tirrki is from Saunamera via. Bahi Sankara, district of Sundargarh form National Sports Talent Center, Sundargarh and is coach and advisor of this sports Hostel Rourkela. He is now the manager of the sports (Hockey) in Air India at Bhubaneswar, helping the sports hostel for further development in all the ways.

Rourkela Steel Plant


The Govt. of India under the ablest leadership of the then Prime Minister Pt. Jawaharlal Nehru, decided to set up large Steel Plants by the Govt. itself after the general election of 1952. Rourkela and its adjacent areas are rich in iron ores, manganese, dolomite and limestone’s, the basic materials for production of iron and steel. Considering Rourkela to be best place for a steel plant, the survey work was completed in the year 1954. The infrastructure work of the plant was accomplished in between 1955 and 1960. Almost thirty-two villages were alienated and the people of the villages were resettled. The Republic of Germany extended technical knows how for the construction of the steel plant and the plant was considered a joint venture of the Government. Of Indian and Germany. The initial production limit of one million tones steel per annum was raised to 1.8 million tones in the subsequent years. The internationally reputed firms like the KRUPP, DEMAG, G.H.H. Sag, Scholomen, SIEMENS and VOEST ALPINE etc. Supplied different machines and machinery parts to the plant at the beginning stage. The Rourkela Steel Plant took the part of leadership in the process of steel production under L.D. techniques. It could also established itself as one of the premier industries of the world under the system of basic oxygen converter.

The extension work of the plant was over by the year 1968. A circular welding

pipe plant and special plate plant were set up in the decade of seventies for production of different ready-made materials. To avoid scarcity of power supply the plant set up a power plant by itself with a capacity of 120 MW. The power plant is able to cater the requirement of power supply from the year 1986.

The modernization of Rourkela steel plant was begun in the month of August 1988 with a view to producing qualitative materials and establishing its importance in the world market. The process of modernization entailed an expenditure outlay of rupees 4500 cores. Some nine main packages including some ancillary packages were executed at the first phase. This phase revamped the process of supply of raw materials, new oxygen plant, improved techniques in blast furnaces, selling of dolomite plant, Cast house slag glandular plant, supply of raw materials two number of Sintering plant and coal handling plants etc.

Similarly with the implementation of some sophisticated systems in the second phase of modernization Rourkela Steel Plant could get the status quo of a modern industrial unit in the world.

The materials being produced from the Steel Plant are steel in ingots, iron sheets, ultra thin plates, electric steel plates, cold rolled coils, hot rolled coils, tin plates and different kinds of pipes etc. The by-products of the plant are fertilizer “Sona”, bitumen and benjol etc.

3.   Finest Plant in India to adopt L.D. Process of Steel making.

4.   It has got an electrical sheet mill capable of producing both Dynamo and   Transformer grade electrical sheet.

6.   RSP has the distinction of being the unique Steel Plant in India with an integrated Fertilizer Complex.

Purushottam Institute Of Engineering Technology

It is situated at Madia Kudar, Kansbahal, Rourkela – 34. It is AICTE approved and there are two hundred seats for the students those who are interested. It is situated in a very calm and neat environment. This college was started in the year 1999 under BPUT.

Rourkela Railway Station

This is one of the largest railway station in the region. It is a very neat and clean railway station. Reservation to all station can be done here through out India through computerised reservation system. Fifteen numbers of retiring rooms are available, some are air conditioned and some are first class non air conditioned. Sixteen numbers of dormitory beds are also available.

Announcement is generally made at exact time before the train arrive. Arrival and departure details are also available in the enquiry from time to time. The construction of the station was started in the year 1963-64 and the modernization completed in the year 2003 with full infrastructure to be a best railway station. Full facilities are available for mail, express and trains. The station manager Mr. A. K. Panda has a great contribution towards the development of railway station.

There is a lot of scope of improvement in the station. Food stall are not much hygienic. Railway information system is also inadequate. In the peak hours it is very difficult to get through the enquiry telephone number. As of now, there is no pre-recorded answering system. The people attending enquiries could have been more polite and responsive.

The station is more of a trial station for the division. Many facilities are started on a trial basis and then suddenly stopped e.g. train information system through cable tv system.

Now ticket can be booked through online system for delivery at Rourkela through IRCTC. This is not much useful as a delivery charge is charged at Rs. 60/- per ticket. Once e-ticketing is extended to all the trains, the facility can be better used by the traveling community. Online ticket can be booked even beyond the normal time of the booking counters and is much useful to the busy people.

At night, there is a large crowd sleeping at the main entrance. This could be controlled. Also parking system of the vehicles needs improvement.

Pragati Utkal Sangh

This institution started functioning in 1958 at Jamshedhur. In 1959 it was shifted to Rourkela. Initially it was in sector – 17 and in 1960 it was shifted to Sector – 7. then in 1967 it was again return back to Sector – 17 again finally to sector – 7. It has got a big library. A rare collection of literature books in Oriya, Hindi, English, Sanskrit, Bengali are kept in utmost care. Since 1968 this institution has been organising the anniversary of Madhusudhan and Utkal Divas every year.

Erecting the bronze statue of Madhu Babu near Railway Station this institution has done a good job. Some remarkable and rare collection of books have also been published by the trust. The Public after being a member of the trust can avail the library facility. Different cultural school in the name of Pragati Kala Niketan has been managed with the aid of this trust
